Riser count rounds to the nearest whole riser so every step ends up the same height, then recalculates the actual riser height from that count - it will differ slightly from your target. Suggested run uses the common comfort rule "2 x rise + run = 25 inches." Local code sets its own min/max rise and run limits (commonly around 7-3/4" max rise and 10" min run in residential code, but this varies) - always verify against your local building department before building.
